Iowa Wine Tour- cancelled tour, but kept money

I booked a four-hour, three winery tour for 3/21/11 with the President of the company, Dennis Dieters.  Pre-payment in full at time of booking was required; $130.  Three hours prior to the start of the tour, Dennis called my hotel in Galena, IL, and left a message with the desk clerk ( he didn't even ask to speak with me, and he had my cell phone number so I can only infer he was avoiding speaking with me) and stated that due to a family emergency, he was cancelling the tour.  Additionally, he has a NO REFUND policy, and would not refund my credit card.  I called him back and he continuously stated, "no refunds" and then hung up on me.  He has not replied to a follow-up e-mail as well.  Therefore, he has not delivered the service as promised, and has kept my $130.  I live more than 260 miles one-day from the Dubuque, IA area where he is based and have neither the resources nor the desire to return to the area again.  The $130 needs to be refunded immediately.

RippedOffOnline.com USA,
I recommend calling your credit card company a.s.a.p. and explain this to them. They may do a chargeback to get your money.

Best,
ED

Thank you, Ed. I called my credit card company within hours of the cancellation and started the appropriate process. Thanks for the suggestion and validation that my actions were appropriate.
